Melissa Tines is the driving force behind a once dormant volunteer-based neighborhood watch program, until she decided it was time to restart the program. With the Jacobsville Neighborhood being one of the biggest neighborhoods in Evansville, a typical neighborhood watch program was not feasible. So they decided to use signs as an oath to protect their neighborhood.
